A 1972 agreement between Canada and the United States reduced the amount of

phosphates that municipalities had been allowed to dump into the Great

Lakes.

(A) reduced the amount of phosphates that municipalities had been allowed to

dump

(B) reduced the phosphate amount that municipalities had been dumping

(C) reduces the phosphate amount municipalities have been allowed to dump

(D) reduced the amount of phosphates that municipalities are allowed to

dump

(E) reduces the amount of phosphates allowed for dumping by

municipalities

选项分析：

(A)reduced the amount of phosphates that municipalities had been allowed to

dump

【错误】 动词时态：过去完成进行时的“had been

dumping”表示“倾倒垃圾”在“reduced”的动作发生之前一直进行，但“agreement”

实际上“减少”的应是其后“市政”“被允许倾倒”的“磷酸盐”的数量。

(B)reduced the phosphate amount that municipalities had been dumping

【错误1】 动词时态：类似地，见(A)中“动词时态”。

【错误1】 句子意思：见(B)中“句子意思”。

【错误2】 固定搭配：“allow for sth.”仅能表达“consider sth.”或“permit the existence of

sth.”的含义，并不表达“允许某事”的含义。

解题思路：

“allow for sth.”和“allow to do sth.”两个搭配应使用后者，排除(E)。

剩余的选项需要结合时态分析句意：“协议”“减少”的只能是“减少”这个动作发生之后“本允许倾倒的磷酸盐的数量”所以“be

allowed”的时态不应在“reduce”之前，只有(D)满足这个要求。

因此选择(D)。
